upgrade cpu or graphics card?

My brother has a FX 4300 cpu and a HD7770 graphics card.

What should he upgrade first on the road to better graphics? Only has about $200 US and will buy the remaining component later. I don't really need suggestions on which cpu or gpu, just which one will yield better results before getting the other.
1920×1080 monitor and 8 gb ram.

I also recommend Overclocking your cpu with auto tone so it does not bottleneck a lot
