Upgrade current PC or replace it?

Currently, I have a HP Envy 700-074 https://support.hp.com/us-en/document/c03787848 and for the past few months I have been debating whether to upgrade or replace it. I do music production full time as a business which my PC handles pretty good. However, I also do a bit of video editing & screen recording of myself working on music. There are no real problems with my PC except when it comes to the editing videos and screen recording. The lag, the glitches and stuttering sometimes cause the program to crash, render a crappy video or sometimes I get so frustrated I just quit. This is a big problem for me because I am unable to post videos consistently like I wish I could.
Again, there are no real major problems and I guess I could just upgrade the graphics card right? Or would I have to upgrade from my current i5 4430? I was told once to upgrade to an i7 4770k or non and that would solve the problem. But that's about $300+ and also to add a decent graphics card would be another $80 - $100. Is $400 worth upgrading this 5 year old PC?
Now, if I were to just buy a new PC with specs dedicating mostly towards music production but also some video editing, is it possible to do with a budget of $700 - $800 at most?
Please post suggestions of upgrade parts or new PCs that would suit me, please!
I am not a big computer person so I do not know exactly what to look for. Thank you in advance!

Best thing is to sell that (or keep, its up to you), and put new pc.

This would be my choice, but Im quite unsure for gpu since new nvidia line is coming out soon, you have IGPU on it, to use it till it comes out.

For storage, you pick yourself, hdd, ssd etc.
