I built a new system a few months ago
i7 4790k, 8gb ram etc etc
but i kept the old 660 that I had
Is it worth upgrading to the 960? im having to turn down the settings to medium on most games
I dont have an extra 150 to spend on the 970, thoughts?

It certainly is. Not only you get much better performance and efficiency, you also get access to the most modern technologies like DX12, DSR, G-Sync, and such.

all cards above gtx 650 ti support g sync

the r9 280 certainly does not beat 960 in any games, not even AMD optimized games like battlefield. R9 280x does, however it costs more and draws more power/older

no, the 280 and 280x mop the floor with the gtx 960 in every game.

dunno where u get ur biased info from but, all benchmarks show that the 960 is right behind the 280x aswell as being on par and if not better than 285 and 280. Keep in mind that its a new card and newer drivers will pull it ahead of the 280x. Also keep in mind that the only games AMD optimizes are EAs and indies.

I dunno how this turned into an argument about 960 vs 280 when all I wanted to know is if 960 was worth upgrading or if I should wait for newer cards since the 660 isnt that bad for me right now.

This is only true at 1440p and higher. I also wouldn't use the term "mop the floor" to describe the performance difference. At 1080p and even slightly higher resolutions the GTX 960 is a better choice as you can see below. It's on par with the R9 280 and cheaper than the 280X at 1920x1200 and 2560x1600. At 1080p the 960 will perform even better in comparison.

To answer your question, you will end up with about 6-12 more fps depending on the game. Whether that is worth it or not is up to you. :)
