upgrade from 960 4gb

I'm planning an upgrade(i'll buy a graphic card tomorrow or so) but i have 2 questions.

I'm trying to decide if I buy the 1080ti or rtx 2080, in term of performance are equal(at least now).

So first of all i'm worried that my psu could not handle this cards(??) i'm currently using an Nox Urano VX 650W (no 80 plus) used for 1,5-2 years. Will my psu be enough?

And the second question is basically about what card choose. 1080ti is 200 euros cheaper than 2080 in my country , they are equal in power rn but 2080 could overpass 1080ti totally with drivers optimization and if games start using dlss(but these are conclusions and we have 0 clue). So will the 200 extra euros be worth for this uncertain extra performance?

I can afford the 2080 but i just want to be sure i expend my money properly since i'm not going to upgrade my card soon. I was running my 960 for 4+ years. I want the option that will last longer but with best value.

The psu spec wise seems fine. It's an upcoming brand it seems.

I disagree with getting any first gen rtx card unless you really need something more powerfull than a 1080ti. The rtx 2080 and 1080ti basically perform the same and the 1080ti is a lot cheaper.

Now with the ray tracing stuff. There are no games out atm that use it and it's going to be a while before they start coming out or old ones recieve updates. Then you have the problem of who will actually use it in their games and the fact that consoles don't use it (yet). By the time rtx does start taking of in games we'll most likely already have a second gen making the current gen cards redundant. Also from the little we have seen of actual in game raytracing it looks like there...
RTX 2080 will be the better investment in the long run but if you can get 2080 Ti that would be best.

Anyway you're PSU will be fine since it has the required connectors:

80 plus has nothing to do with powering "powerful cards"

It just means that the PSU will deliver power more efficiently wasting less energy and saving a very tiny amount of money from your electricity bill.

Here is an example, I use a 850w 80+ Platinum so $119.34/per year or $9.95/per month compared to using a standard 80+ if I were running my system at full 100% load 24/7.

Yes I do, and I believe a 2080 Ti will drastically outperform any Pascal architecture card. I will also be upgrading to 2080 Ti when Asus releases a "Poseidon" version like the one I have now.

Also from the little we have seen of actual in game raytracing it looks like there is a rather large drop in performance but this can be due to early testing or this could actually be how the games will run.

tldr. Get a 1080ti now and a second gen rtx card when you want raytracing.
