Hi, im looking for upgrading my pc. Currently i have CPU AMD Phenom II X4 945, with GPU Asus GeForce GT1030 2GB DRR5 and DDR3 8GB RAM. My CPU is starting to dying (games not smooth anymore even after GPU upgrade (League of Legends, Fortnite...)). My budget is not so big. I was looking for upgrading my CPU to FX-8350 because im running AMD3 motherboard so I was wondering is it worth to buy it since it is 2019. I was also looking for Ryzen 3 1200, or maybe Ryzen 3 2200g but with that i need new motherboard and ram but with that difference between buying FX and Ryzen with new MOBO and ram is about 160 dollars here in Europe. So, question is: what I should do in this situation? Thanks!
(Sorry for bad english) :)

-FX-8350 wasn't good when it launched, and it certainly isn't good today. Plus, it requires high end motherboards(with at least 6+2 power phases) that can handle the high power draw.
It will burn out the VRMs of lower end boards over time.

-2200g would be a better investment, but there's a slight problem for users on a tight budget.
Ryzen cpus have a fair bit of their performance - about 25% - 'gated' behind memory speed. The range is 3000 - 3600mhz.
Kits below 3000mhz will see some subpar performance from the cpu.

-Dual channel kits > Single channel kits in gaming oriented PCs. The lack of memory bandwidth in single channel configs hinders cpu performance - the 2 work as a pair.

So i should go for ryzen, what about prices, should I wait a bit more for 2020 year? Maybe they will drop down a bit? Or is it worth and safe to buy on Amazon because they are cheaper there?

1)I'd still say Ryzen would be the better investment.
2)If it's cheaper on Amazon, definitely go with that option.
3)Rumor has it there's Ryzen 4000 launching next year - no idea which quarter - so prices will likely drop on older Ryzens so as to get rid of that stock.

Europe is pretty broad, but I went and made 2 separate lists using pounds and euros with the Ryzen 1200:
PCPartPicker Part List

Total: £185.24

Thanks for reply, I think I will still go for 2200g, are those motherboards and ram good for it?
