upgrade GPU Help. 531s 250watt PSU, 17.0A @+12v and system specs

I think my system will allow me to add a dedicated GPU, but would like opinions from people who are more informed on the subject. Also, suggestions for good options around $40 if someone has the time to search. I'm currently looking at:
ATI Radeon HD6570 1GB DDR3 128-bit

What do you think about this card, will it work with my PSU, and is compatible with my system?

I was also looking at the geforce gt 720, but it's more expensive. Is the GT 720 a vast improvement over the HD6570?

My system specs are below. If you need additional or more specific information, please let me know. I use this computer to watch videos online, and play games like path of exile. I want to upgrade to a dedicated video card to have a better watching and playing experience, but also to allow me to have access to a hdmi port to connect to my tv for online videos and dvds.

250watt power supply (I think it's dell original PSU)
17.0amps @ +12 volts

Windows Vists Home Premium 32bit
Dell Inc. 0RY206 (Socket AM2 ) (ASUS M2N61-AX motherboard )

AMD Athlon 64 X2 3800+ (2ghz)
Windsor 90nm Technology (89 watts) Probably going to upgrade the cpu to a 5000+ windsor(2.6ghz), which is also 89watts, but my cpu and ram rarely go above 60% with what I use it for, so I'm putting the gpu first in order of importance to upgrade.
