So i have really low spec PC and i want to upgrade it to mid-high spec. But i only have money to buy GPU or CPU. Specs:

MSI GT 710 2GB
Pentium G2020 2.9GHz Dual Core
4GB RAM
p8h61-m lx3 plus r2.0 Motherboard

Solution
Definitely the gfx card. That will give you the most performance increase for the buck. Later, you can look to finding an Ivy Bridge i5 or i7 used somewhere to complete the upgrade. But for now, a GTX 1050 Ti 4GB should allow you to game at near max settings @ 1080p in most single player games.
Online multiplayer gaming will still struggle with that low end dual core, tho. But at least you'll have better graphics.
