Upgrade GPU or CPU

My CPU is an AMD Phenom ii x4 810 and my GPU is a R9 380 4GB OC. Which should I upgrade, my fps is pretty low. Is my CPU bottlenecking my GPU?

It's definitely time to upgrade your CPU. You'd also have to upgrade your motherboard and your RAM atleast in this process, unless you intend on buying used parts that support your current RAM set.

I have the MSI 970 Gaming Motherboard, it has a AM3+ socket. Would upgrading to the FX-6300 allow me to have smoother frames?
When I play games such as Fortnite, I can hit higher than 60 but it looks choppy when I turn around.

I would go straight for the best in slot CPU for this board, something like FX-8350.

My PSU is 500 Watts, I don't think it'll have enough power, what do you think?

Probably go for an FX-8300 or FX-8320E to be safe. It's a little more efficient and should be fine with a half-decent 500W PSU.
