Question Upgrade GPU or CPU?

Hello,
I've been thinking about upgrading my PC for a while, but I can't decide if I should upgrade my CPU or my GPU.
My current GPU is MSI 1070 Ti and current CPU Intel Core i7-7700.
I was thinking about upgrading to RTX 2070 or upgrading CPU to i7-9700K.
What would be a better choice?

What do you do primarily with your PC? What is holding you back that you feel the need to upgrade?

What resolution and Hz do you game at?

Have you monitored cpu and gpu usage in your games to see which is limiting you?

CPU still good GPU still good but if on high resolution the RTX may make sense.

I usually use my PC for gaming, but I also render in Blender, Premiere, AF... but gaming is the main thing I use my PC for. My monitor's HZ is 144, resolution 1440p. The games I play are usually in Beta/Alpha state or just badly optimized, so CPU would probably help more than GPU.

Since you are gaming on a 144Hz 1440P panel, I think in your case more GPU power would be beneficial. The i7 7700 is no slouch w/ 4core/8thread at 1440P.
