Upgrade Graphics card to enable display resolution changes - Dell Optiplex 790?

I have a Dell Optiplex 790 SFF running on Windows 10 Pro. Tried lots of suggestions to enable me to adjust screen display resolution which is greyed out as 1366x768, but to no avail. I need to be able to select 800x600 when routing the display to the TV - which I can do perfectly well on my old Dell running on Windows 7 Pro. Can I upgrade to a better graphics card that will achieve this, and if so what is any recommendations?
 
Those resolutions aren't the same aspect ratio (16:9 vs 4:3). More than likely it's greyed out because 800x600 doesn't match your TVs aspect ratio. Unless your TV is a super old CRT, it's 16:9.

Do you have the latest graphics drivers installed?

Yes, I did check regarding the drivers.
The greyed out 1366x768 applies when the monitor is connected OR the TV (they are not connected at the same time). There are no other resolution options.

If I connect my older Dell desktop to that monitor or TV running under W7 Pro, I get 14 different resolution options - ranging from 1920x1200 to 800x600 (1366x768 is *not* included).

Any suggestions as to how to solve this are welcome, but my original question remains "an I upgrade to a better graphics card that will achieve this, and if so what is any recommendations? "

I got the same Optiplex 790 SFF. I've put a NVS290 low profile in it. I can get 800x600, but I expected to get a higher resolution than 1360x768. It is possible to add manually resolutions but that gives a terrible result on a HD ready tv.

So I am having the same problems/questions why this pc doesn't give better resolutions.

Interesting.. Well, I have decided not to waste anymore time on this and have ordered a GeForce GT 710 Card which (based on some research) works well on Dell Optiplex computers. If you look for one, they are available new for around £35.
