what can I replace the CPU with to improve performance? Intel H57 Express chipset motherboard.
Intel Core i5 650 @ 3.20GHz in a HP Pavilion Elite HPE-240f Desktop PC. After the upgrade to windows 10 home 64-bit, the pc can barely handle 5 tabs on Google chrome & 5 tabs on Microsoft edge running at the same time. The entire system screeches to a halt if I then open firefox or Opera.

The bottom line, will the upgrade cost and level of effort for the performance boost. Be better than simply replacing the aging desktop for better performance.

Well really an upgrade would be an i7-4th gen (haswell) and h81M motherboard since you have ram.

To upgrade performance, you advise that I replace the motherboard, CPU, and RAM correct. I currently have installed RAM = 8.00 GB = 2GB DDR3 x 4.

I want to have 10 tabs on Google chrome & 10 tabs on Microsoft edge & 10 tabs of firefox running at the same time with youtube or twichtv as the active window on each browser. I want all this running smoothly as butter.

I didn't know this was an actual use case... but you'll want something with some reasonable core counts. So probably an i7. You should be able to pick up an older Sandy Bridge i7 and motherboard for inexpensive. Possibly even Ivy Bridge or Haswell. The Core generations 2 thru 4 will allow you to use the RAM you already have too. That will save you some money.

Plan to use for web surfing mostly. With occasional use of MS Office and Gooogle and Adobe to view & edit documents.

If its simply an upgrade and you intend on simple browsing, your current dual core is a tad problematic. Your lga 1567 chipset can allow an i7 8xx series or i5 7xx sries up to 2.93ghz. You can find a i5 760 for around $25 or an i7 870 around $50. I'd say go for the i5, maybe pull up the task manager or hw monitor to see if the cpu is indeed at fault, or if there's another problem. Windows 10 upgrades frequently have 100% disk usage problems in my experience which really grinds things to a stop.

I didn't state a motherboard replacement, what I suggested was a cpu replacement, which is installed on your current motherboard.

However, if you do intend for a complete motherboard and cpu replacement, any micro-atx motherboard should fit according to the HP website specs.

A motherboard replacement would require a new windows installation as windows is registered to your current motherboard, at which point, a newer prebuilt desktop with a windows license would probably serve you better.
