Should I upgrade my cpu (q9400 OC to 3.35GHz ) to Amd Fx 8320? I'm currently using Asus R7 360 and get constant 40 fps high setting in most latest game, and planning to buy rx 480 later, are the current cpu bottlenecking my gpu and will it bottleneck rx480?

No, you should upgrade to an i5-6500 or wait till the next generation AMD chips come out and see how those are and what prices ranges they are in.
