Using my current GPU Radeon RX 480 - will upgrading my CPU and the ram upgrade give me a noticeable video performance improvement. I have a newer gaming monitor.

Two years ago I upgraded my FX8350 to a Ryzen 1700 and it was like day and night especially for high cpu demanding games like GTA V. I replaced the 1700 with a 2700x and more recently the 2700x with a 3700x and my performances significantly improved again. So if you go directly from a FX8350 to a 3600 you should see a huge fps boost.

Edit:

Your RX 480 might bottleneck your cpu improvement. However I know the GPUs are currently very expensive. My GTX 1080 is 50% more expensive than it was when I bought it more than two years ago and for a new model that worth it (like the RTX 2070) you need to pay at least 400$. But still the CPU upgrade should give you a nice boost and if you have some money income you can upgrade the GPU later.

Of course, my other option is to build a new rig. I know there are a million options but this is what I'm thinking. I am not a hard core gamer but I like to play 1st person shooters. My next new game will definitely be Borderlands 3. I'm thinking about building around the Ryzen 5 3600. I'd like to stay under $1000 total. What GPU would you guys suggest?
Here is my current rig:
AMD FX8350
MOBO Gigabyte GA-78LMT-USB3
16mg ram Kingston dual ddr3
1000 watt PS
AMD Radeon RX 480 8gig
Acrer KG240 144hg AMD freesync 24in monitor

If I'm going to build a new rig - I'll keep this one intact - except for the monitor which I am planning to use for the new rig.

ryzen 5 3600 or 9400f will do well for gaming.
nvidia 1660 or better. not sure what BL3 needs to hit 144 fps. AMD might have some newer cards coming soon in the $200 price range.

getting rid of the FX Cpu will be huge according to gpu check.
