Just a moderate upgrade to the GT220 card. I'm replacing the hard drive in it. So, I was thinking about the video card as well. Do some gaming, but nothing too serious.

Would you like to buy GPU/VGA from used market (relatively cheap cards with good performance which can run games like CS:GO,LOL,WoT and many others at very nice framerates)?

By the way I have same CPU as you have, so I can help you to pair it without bottlenecking GPU.

You see, my computer stays on 24/7 So, things like hard drives do wear out. I keep it cooled with the stock internal fan, plus one heavy duty internal fan I crammed in there. Plus, another external fan inside of my desk compartment to always keep the air flowing. I mostly watch a lot of YouTube videos and News videos. Some simple gaming. With it on 24/7 I really don't like to go used. Would just wear out too fast. The GT200 card works fine most of the time. Just every once in the while a video would freeze on me. Same thing when I'm playing a bowling game on it. Not looking to spend a lot on a card. Just something that would hold up very well with the system that I have, and running 24/7 You get a feel what I am looking for?

Yes, sure I do, I would recommend you something with very low TDP, so it doesn't consume a lot of power.
Of thse cards, I would go for GPU with passive cooler, and as you want new GPU, I would go for this one: https://www.asus.com/Graphics-Cards/GT740DCSL2GD3/

If you want some with cooler, but much better performance I would simply go for the 750 Ti, which is not using 1x6 pin from PSU.
You could consider also R7 250 in that case, but as I said, write how much money would you like to spend.

Yes, sure it would, but options above are little bit better because of performance.
How much is the price difference between gt740 and gt610 ?

I can buy the ASUS Corporate Stable Model 2 GB Graphics Cards GT610-2GD3-CSM Brand new for $40.000 shipping incl. Does that sound like a cheap good upgrade to the GT220 video card? And will it just pop right in without any modifications? Not a computer geek. Just a person that can take things apart and put back together.

Yes it should worknormally 90%, but if you checked that link, actual results were lower with gt610 than with gt220, so I think that GT610 is even weaker than your current GPU saddly.
For 40$ it is not that bad, but why buy something even worse if you understand me.
