Question Upgrade my Xeon build

Hi.

My work recently changed from processing photogrammetry to more simulations/animations/game/VR design. So i have figured out that its time to do some minor changes on my current setup:

Motherboard: Z10PE-D16 WS (Dual CPU lga2011-3 sockets)
CPU: 2x - 2.4ghz - Intel Xeon e5 2640 V4 (with 2x Noctua NH-U12S)
Ram: 8x - 16gb - Crucial DDR4 2133mhz
HDD: Samsung 950 Pro M.2 (OS Drive), 2x Samsung Evo 850 + lots H-HDD`s
GPU: Was 2x GTX 1080 but sold them and waiting for my RTX 2080TI
Power: Corsair HX1200i
Screens: Changing between 2x 5K Dell Ultrasharp 27 and 4K Samsung 65 TV

Right away i could notice the CPU beeing the bottleneck and it will probably be even a bigger bottleneck with the RTX .
My work still have some heavy processing/rendering tasks and im not eager to change my full setup to support a i9 or i7.
Could it be an idea to change ONE of my e5 2640 to a overclocked 1660 V3 or similar? Im not sure how the pc will respond to different cpus on same motherboard?
I really want to hit the 3.5ghz mark while still keeping most of my cores inside a 1000$ budget.
