Upgrade options for Precision T7600

Noob Alert!
I have 2500 usd to revive a sluggish Precision T7600 workstation that I got back in 2014 from Dell as a replacement for a failing PC. The specs are below.
What options do I have? Or should I build up something fom scratch.

System sounds plenty powerful for running quickbooks... people run that on laptops with lesser specs.

data analysis/simulations:
used Xeon E5 CPUs are cheap and will probably help with number crunching - an E5-2680 can be had for $120 each, and T7600 can take two.

But also need a good system for data analysis and simulations,
