First off, why the upgrades? DOTA2 isn't that demanding, it should be playing fine as is.
As an alternative to Wolfshadows build: https://pcpartpicker.com/user/coozie7/saved/#view=yWk999
Notes:
I've gone for an i3 to save cash, it's a nice little part and in games like DOTA will run rings around the old PII you currently have.

I've gone down to 8Gb of memory, you really don't need any more.

I dropped the HDD, you're probably nowhere near to needing that much storage, but if the 24Gb SSD I used isn't going to be enough, drop IT and go for that old reliable, the 1Tb HDD instead.

And I've included a GTX1050 into the mix, it's a little underpowered for the i3 TBH but a big jump up from your current GTX650

i can run dota max setting no issue , my issue is the constant lockup of my pc ( says disk is runn8ng at 100%) im tirrd of trying to fix it and im ready to just accept that my hdd is dead cuz ev3n tho im saying im on a budget , im not really im just not into spending for a canon to kill a mosquito, but the headache my pc is giving me atm, i dont have alot of time for gaming beeing a daddy and everything so that 1 hour a nigt of gamig cant be messed up by tying to fix my rig..
why i want to upgrde, ? while im at it i dont mind spending a few hundreads on upgrade its always fun :)
