[SOLVED] Upgrade or Build New? Budget: $300 upgrade / $1000 new build

My current build is from 2012:
i5 3570k cpu
ASUS P8Z77-V LK 1155 motherboard
CRUCIAL 8GB 4X2 D3 1600 DIMM CL9 and CRUCIAL 16GB 8X2 D3 1600 DIMM C9 for 24GB (ddr3) ramm
OCZTECH 600W MODXSTREAM PRO APFC
2x Western digital Black 750GB HDDs
GTX 660 GPU

Just wondering if upgrading the GPU to a 1660 (Ti?) will make a signicant difference or not? Most of my time spent on my PC is using Adobe suite (photoshop, illustrator, etc), programming/web development, streaming movies (usually all at the same time), but I do want a rig capable of decent game play as it is a hobby I try to enjoy and keep up with as often as possible.

Would you recommend the GTX 1660 upgrade on my current cpu (without overclocking), or do I have to bite the bullet and go for a new build? If new build, please give recommendations! I'm very curious about the Ryzen line, but hesitant to go with only 6 cores as I'd like another PC build to last as long as my current i5 has.

Build new. Photoshop will benefit from more cores, faster RAM and faster storage. Keep your 660GPU for now and get a Ryzen build with 3x16GB fast RAM, and an NVMe SSD plus a SATA SSD for your data.

Thanks. If I go this route, do you have suggestions for processor? I was looking at possibly the 7 2700X with its 8 cores... And, I have to be budget friendly as I have to build from scratch so I can pass down my i5 to my kids (except the GPU). So, I was looking at the 5 3600 (or 3700?)X as a competitor, but hesitant on the 6 cores for productivity...
