Question Upgrade or Build New PC

I can't really make a decision on what todo!
My current PC is:
5700x
b450 mobo micro atx
3600 cl14 x32gb ram
3070
650w psu
NZXT H400i
I can either add a 4070 super or 4070 ti super in dual fan or build a new PC when 9800x3d comes out with a 4080 super in an atx build
Please help me out! i will be asking for parts for xmas if I go the PC route or ask for the 4070 super /ti super and a 1440p 240hz monitor as well.
 
That is a pretty tough choice. Honestly think the monitor and perhaps a card would be the way to go. Consider picking one up that is actual G-Sync compatible if you plan to stick with Nvidia graphics cards. I have no experience to base the 4070 variant against the 3070, but for sure will want to do something stepping up to 1440p res.
 
As I am sure you know the recommend is a 700W. The real question there would be what type/quality is the unit you have, and how old is it?

If it is a budget power supply or is more than around 5 years old, I probably wouldn't advise it. Not to say I haven't....
