Question Upgrade or buy new pc?

Hey I'm wondering if it's worth creating a new pc or just upgrading.
I play fortnite a lot and sometimes stream but hoping to get atleast solid 240 hz.
Windows 10 or 11 - whatever is better for performance
I live in the U.S.
My budget would be $2500-$4500 max
Idk if I want to built it or buy a pre-built online yet.
I would like maybe the rtx 4070 or 4080 with ddr5 if it's worth it.
M.2 ssd
I'm not a huge fan of liquid coolers as I dont like to do a lot of maintenance besides just dusting my rig.
I'm about to get fiber so plan on using hardwire ethernet but would still possibly like wifi6 if possible.
I wouldn't mind upgrading to a better monitor if you think it's worth it. If I do upgrade to a new pc I would like to use my old one for streaming.

Your CPU is fine. I rock the 3700x with an RTX 3080 just fine.
Your RAM is also fine.
The CPU cooler is on the cheap side but if it's been working out for you on that CPU so far then don't mess with it.

Basically, if you wanted to upgrade I would go for just the GPU upgrade and a power supply upgrade to support it.
Beyond that, I would look into maybe getting a new case if this one isn't going to support the massive chonker that is the 40 series card, otherwise if you do have the room for it then no need to really upgrade that either.
If you do decide you want a new case, I would recommend looking at either the Fractal Design Meshify 2 or 2 C (C for Compact) or the Lian-Li Lancool II Mesh Performance (which is what I got on a discounted price at Micro Center as an upgrade from the original Meshify C cuz it just wasn't big enough for the 3080)

When it comes to the PSU upgrade, don't cheap out.
I would honestly recommend just getting the Corsair RM1000E which would not only be 1000 watts, but have necessary amperage on the 12v for the GPU as well and support for the newer connection power standards that the 40 series likes and most likely newer cards in the future are gonna want to use.

So to summarize:
New PSU
New GPU
Potentially new PC case

And that's about it.
You don't HAVE to get newer gen CPU, Mobo, and DDR5 if you don't want to because it's not a necessity for this upgrade.

If you did want to do it though, then you would just be looking at the current gen stuff with Ryzen 7000 or Intel 12/13th Gen with at least 6 cores.

But you can also just stick with what you got for now with the GPU upgrade, and consider an upgrade to the platform in the future maybe when newer gen comes out and you can buy the current gen we have now for less because of it.

Oh, and maybe the last thing with that budget you could consider upgrading the monitor to 1440p cuz it just doesn't make sense to keep using 1080p with the 40 series like that, might as well upgrade your monitor experience, but otherwise you can just stay with what you got and not worry about it and keep the money.
In that regard I would also consider the 4070 or 4070 Ti instead of a 4080 to save some money there as well but you do what you like with your budget.

I can throw the few things I've mentioned here into a PCPP list for you but keep in mind it's just to get a list and you can find different brand options for the GPU and stuff and it's also only for the U.S.

There's a dozen or more different ways you can go with your budget. If you were to keep your current monitor then I'd do something like this down below. If you were to step up to something such as 1440P then I would switch out the psu with an 850W and look at a RTX 4070 Ti or if you're into FPS games then you could go as high as an RTX 4080. On the flip side you can always go with an AMD build with something such as a Ryzen 7800X3D.
