Hi i have recently been looking for a steam machine but when arrived it didn't work so I sent it back now i have a old Packard bell ixtream 1907 and was contemplating trying to put better parts in but not sure if that's possible or would i just be better to wait and spend the 600 on a gaming pc any info is good Thanks

Googled this one and what i found doesn't sound promising so upgrading doesn't seem in your best interest.
You can do the next to let us really know what's in the pc,maybe there's something to work with,but as said hopes are low sorry 😉,

download hwinfo32,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
