What version of DX is running should be the least of your worries right now. I could go into explaining it, but I feel this will get the point across: Wikipedia has only 2 games listed that support DX11.1. In order to run DX11.1 or 11.2, you will have to have hardware that support it (ie graphics cards). DX11.2 will have improvements but there aren't any released games that support it. Right now, only the new AMD cards support 11.2.

Again, I wouldn't worry about it. It's very early and you're really making a big deal out of what OS to use. Is it worth the upgrade? No, because NO GAMES SUPPORT the technology right now. When they do, then you can upgrade.

OS predominately don't have impacts on gaming performance. I'm sure there are a few, but I can only think of one off the top of my head where the game will benefit from a different OS, BF4. Windows 8 has been shown to have more stable frames compared to W7.

I have windows 8.1 and have no problem playing games as it runs with Directx11 whereas Win7 only has Directx9 as a default. Go for it :)
