Question Upgrade or not from 1070

I have a gtx 1070 , and am looking to upgrade as i have a EG 27" QHD 1440P 144hz 1ms Gaming Monitor , so now is it worth getting a NVIDIA GeForce GTX 1080 Ti 11GB GDDR5X (random make) for £540, 2 years warranty, or a NVIDIA GeForce RTX 2080 8GB GDDR6 for £600 (random make again) 2 year warranty , i put random only cos there second hand and you dont know the make before it comes as there 2nd hand.

Any incite would be much apprehended.

What are your overall goals for the system? The 1070 is more than capable of 60fps@1440. Neither the 1080ti or 2080 will max out your monitor @144.

That being said I went 1070 to 2080, and I'm very pleased with performance at 1440. 80-100+ on ultra in most games I play.
I will be as well upgrading the cpu to a 3700x when ryzen comes out and its just a gaming machine, I have as well 2x 1080p monitors with the 1440p one.
 
So.... If I was to not enable Ray tracing and dls? What ever its called, will the 2080 still outperform the 1080ti? The difference for me is about £80

think it like this: with same graphical effect 2080ti is faster. with RT being enabled (nvidia already enable pascal based GPU to run DXR) the 2080ti will be extremely fast vs 1080ti. though you might still not like the performance impact with RT being turned on even on 2080ti. the point is either you like those RT effect or not. DLSS will make 2080ti even more faster than 1080ti if the said game supports DLSS. although right now the result on DLSS is quite mixed in the bag in various games. but overtime the image quality will get even better as nvidia rolls out updated DLSS profiles.
