I would like to upgrade or overclock my current computer setup. I play CS:GO and Dota 2. What would be a good starting point to upgrade or should I attempt to overclock. My current configuration is:

Definitely upgrade. All your components are completely outdated.
 


So what should I start with? I can't scrap everything and start over.
 
I wouldn't invest a lot of money in this setup in particular, but you certainly could get a good aftermarket air cooler (that could transfer to another setup) and overclock a bit.

You also could really stand a GPU upgrade, which could also be transferred to another build as well.

What is your current budget?

I would start off with the cpu and motherboard.

An upgrade to a i5 6500 and an Asrock H170 Pro4 would be great.

Afterwards, you could upgrade your GPU to a R9 380X or R9 390.
 
Why do you think you need to upgrade or overclock? What is the problem you are trying to solve? Your system should be fine for the games you play.

If you're going to do one or the other I'd say overclock the CPU and get a better GPU. It's more than capable of pushing something more than An old GTX 460

EDIT: This is a particularly tall air cooler, so if you do decide to go with this, please measure carefully to ensure it will fit in your case. As also mentioned above, an SSD would be a fantastic way to speed up your system overall (to put your OS and main programs on), though an SSD itself will not improve game performance. It will, though, make your system feel dramatically different and quite snappy.
