Is a HP Elitebook 6930p 145GB HDD65 free, worth updating from 2 to 8 GB RAM & Win7Pro to 10, do I need >HDD?

That is a really old laptop. It is about 10 years old. I would not upgrade a 10 year old laptop. If you are only willing to spend $100 then you don't have a choice but to upgrade. Spend $50 on RAM and $50 on an SSD. Those two things will improve your performance most.
