Unless you intend to upgrade the monitor to either a high refresh 1080 display or a higher resolution fairly soon I'd say a GTX1060 would be your best option, there's no need for a GTX1070 for a 60Hz 1080 display.
That upgrade would be substantial. If you need the power sooner rather than later it'd be a good way to go. The 1070 will be a respectable card for quite some time. Without knowing when the 1100 series cards are coming out or what their performance will be like, it is really hard to say.
The gtx1070 is a really capable car and it should last you for a couple of years and you will have no problem running AAA games on it so I recommend to upgrade but it's completely your choice.

With graphics card prices so unstable right now I'll advise you shop around as much as you can, things seem to be getting back to 'normal' here in the UK but it may not be the case in your country.
