I got this pc back in 2014 and I was wondering if it was possible to get it up to running things like new world.

CPU is literally the minimum spec. GPU is weaker than the required R9-280, but the GPU should have everything necessary to run the program. At extremely low resolution and settings it may be possible. It won't look great and the frame rate is going to be very much hampered by the CPU no matter how well the GPU does.

I would say a complete upgrade is in order to have an enjoyable experience.

There are a bevy of the 'well known' YT channels which have released video reviews of the 6600 within the last few hours. Each one of them is recommending not to bother based on performance and actual, available to buy pricing as opposed to it's MSRP.

It is faster than a 3060 at 120 dollars less. It is roughly equivalent to a 5700xt / 2070S in performance. Please link at least one of these "reviewers" so we can see what you are talking about. The unfortunate situation is that if you want a performant GPU right now you will have to pay a substantial premium over MSRP. This sucks but the 6600xt is the best "value" right now for attainable cards.

Right this moment you have your choice between Paul's Hardware, Tech Yes City, and Linus Tech Tips. Feel free to watch any of them. It's performance is in line with a 3060 with the cards trading back and forth between certain games.
It's suggested MSRP and what it's actually selling for are quite different (as is the 3060) and would be a fools game to buy either at the inflated pricing...well any card really.
I would be more inclined to look for a used 1080 ~$350-400 before I would spring for this.

Keep in mind, I do understand the nature of reviewers but one thing you can count on. When they ALL say something is amiss it's likely best to take heed.

So your particular issue is you do not personally value that card at its current price, which I respect and agree with, however, its up to the OP to decide if it is worth it. A used 1080 is, at least, in my area around 500+ dollars. You are also getting a card with less features, used and possible mined on, out of warranty, and old so prone to breakage. I recently got a 3060 ti for 600 at a microcenter. Was that worth it? Not in my opinion, but it was for my friend with a 970 which is 1/3rd as fast. He certainly valued it enough to get it through me. The MSRP of the particular 3060 ti I got was 479.99.

My argument was in line with the incorrect series of card that I 'thought' you were suggesting at that price. Reading is fundamental, thus my points along that line.

IMO the first mining craze created a meta that was then taken up by Intel with the 2xxx series of card, followed up on by AMD and now we have this new reality of cards that are MSRP well above their traditional pricing structure. PC gamers basically have no choice but to support it, or move to consoles which are following a similar pattern.
I would really love to see a return to normalcy on this front but suspect that has gone away for good.
