My current PC that I bought in 2012:
CPU: i7 3770K @3,5GHz; 1155 LGA; Stock cooler
RAM: 2x 4GB DDR3
MOBO: MSI Z77A-G43
GPU: Gigabyte Radeon RX 480 G1 8GB (replaced in 2017)
SSD: GOODRAM 240GB SATA
HDD: 1TB, 1TB, 2TB various manufacturers, speed and age; no Raid
PSU: Cooler Master B600 V2 600W (replaced in 2016)
Speakers: Analog 5.1
Optical drives: 2x SATA DVD-RW (old but working fine)

  • CPU: Ryzen 7 / i7
  • GPU: AMD because of FreeSync monitor
  • RAM: at least 16GB
  • SSD: ~1TB
  • HDD: 4TB+
  • Other: Ability to plug at least one optical drive; expand RAM; be able to plug my analog 5.1 speakers
Overclocking: Maybe
SLI or Crossfire: No
Your Monitor Resolution: 3440x1440 @75Hz (I'm fine with 2560x1080 @ 60Hz)
Additional Comments: I don't care for RGB; I want the CPU and GPU to more powerful than my current machine, but I also want the machine to be quiet; I don't need a new mouse or keyboard, but I might need a new case (current one is meh, and does nothing for noise)
And Most Importantly, Why Are You Upgrading: My current machine is getting old; the MOBO is damaged (at least one RAM slot doesn't work and some USB ports); Performance is starting to be not enough (resource hungry indie games, some AAA games, emulators); GPU is very laud under load (before BIOS update was overheating); Some of the storage drives are old and might start failing

Due to approaching Black Friday, prices and availability may vary, but general advice on building a powerful and quite desktop that can be bought for around 1000USD is more than welcome.

Thank you for your help, this looks like a very good build. CPU coolers are here. I read that the stock cooler on 3600X is better than the one on 3600 and the price difference is comparable to the prices of an after-market coolers. I was wondering if it's better to buy a 3600 with an additional cooler or buy 3600X and stick to the stock cooler?

In theory I can pay the shop for upgrading the bios on a X370 MOBO, but with the added cost, the price difference with the Tomahawk MAX is rather small . Out of curiosity, is there a reason why using a X370 MOBO in this build would be a bad idea?

With Windows 10 and a case this build is over the budget, but with a bit of luck, the prices will drop this week.
 
The stock cooler on the 3600x is better than the 3600 included cooler. I actually linked a 3700x which has a better cooler than either of the R5s, but if you want to go with a Ryzen 5, the 3600x and stock cooler may make more sense.

The X370 would work, but the Tomahawk MAX is designed for 3rd generation and has been proven to handle them well. How well the X370 would work is dependent on the exact model.

Oh, i did forget a case lol.

As my budget is quite stretched and the parts seem to get no discounts, I'll stick to Ryzen 5 3600 with stock cooler for now.

After doing some digging, I think I'll put some extra money towards the GPU. I probably won't get extra performance, but from what I read ASUS Strix variant of 5700 is fairly quiet.

Some shops (especially less reputable ones) have some of the parts tiny bit cheaper, but it doesn't look like it's worth the hassle, except for the GPU.

As for the case, I was thinking about getting this one

It's cheap, comes with 4 fans and had some positive reviews on the internet. If I decide to add a CPU cooler, I might have trouble fitting it inside the case, but I'll worry about it then.

With those changes (and buying Windows 10) the final price comes down to ~1305 USD.

It's cheaper than the 3 fan Asus one and it might be reasonably quiet. Unfortunately I can't find much reliable information about this model. The best I can get is this XT review:
