Hi, I would be interested in upgrading but I don't know what would be the first upgrade. Could you help me?

GF: GTX 1660S -> 2070S (After the crisis)
CPU: R5 1600AF -> R7 3700X
MB: B450 HDV R4.0 -> Asus Rog Strix B450-F

Gaming/Coding
1080p
Longer PC use, more performance for higher fps (144)
I read this motherboard is very bad
420€
I mean its a budget B450 option.
You can expect much from it.
But upgrading to the same chipset wont make sense either imo.
I would go for the B550 motherboard.
Something like this:

PCPartPicker Part List

CPU: AMD Ryzen 5 5600X 3.7 GHz 6-Core Processor ($329.99 @ Adorama)
CPU Cooler: ARCTIC Freezer 34 eSports DUO CPU Cooler ($49.99 @ Amazon)
Motherboard: Asus TUF GAMING B550-PLUS ATX AM4 Motherboard ($153.99 @ Amazon)
Total: $533.97
Prices include shipping, taxes, and discounts when available

If you are just gaming, 5600X will make a lot more sense.
It beats the 3950X in gaming, to say the least.
Yes it has 2 less cores and 4 less threads than 3700X, but for gaming only 6 core 12 thread is the max they will utilize.
I suspect you have a amd stock cooler, 5600X heats up a lot more than the 1600AF, and you are going to need a good aftermarket cooler to keep temps really cool.

As you said for, "after the crisis", so let's forget graphic card and let's keep budget of $420 in mind.
Going from R5 1600 to R7 3700X (about $300, I guess) is a very solid performance increase. I had 3700X and I can really recommend it.
Yes, Asrock B450 HDV R4.0 is very basic motherboard, but I'm sure it can run 3700X just fine. So you read this board is "very bad".. and that's the reason? But is served you well so far, didn't it?
I ask because Strix B450-F isn't considered as cheap board (your budget is limited) and your PC won't perform any faster if you swap B450 for B450. And finally, maybe you would wish to buy some nice & quiet CPU cooler too... or (bigger) SSD -which does increase performance.

For gaming, probably the video card should be upgraded first if you want more FPS. Simple to find out, play a game, see if both the CPU and the video card are maxing out. If they are, then CPU can be upgraded also.

I would second this. if the budget is limited, focus on the CPU first. the mobo will do fine.
