Upgrade this system, or build a new one?

I built a PC for myself a few years back. Here are the specs:

AMD Phenom II 1090T Black Edition Six Core Processor - 3.20GHz, 6MB Cache, 2000MHz (4000 MT/s) FSB

Corsair 8GB DDR3 PC10666 1333MHz Kit 2x4GB

Seagate 1TB Internal Hard Drive - SATA III, 7200 RPM, 32MB Cache (ST31000524AS SY)

MSI 760GM-P35 AM3 AMD 760G HDMI Micro ATX AMD Motherboard

No discreet graphics card, no optical drive, and a cheap PSU that will need to be upgraded before getting a graphics card. The current PSU gets hot and loud, while not doing anything!

Anyways, I would like to do a little gaming, not a lot. If I could play most games on mid settings with no lag, that would be great. I mainly just want a fast computer for day-to-day things. I want quick as possible boot times on any OS I decide to put on it, so I'll want at least some SSD storage.

I'm a programmer, and I do some android/linux development for fun. I'd like a computer that compiles/builds really quickly.

So the question is, would I be better off upgrading this PC, or building a new one?

If you think I should build a new system, share a build you think would be good for me for around $600. If you think I should spend more than that, you may list a build $100-200 more, but please explain why I'm better off that way. Thank you!
 
I believe it was a diablotek, "500w Max" or something. If I upgraded, I would want a new PSU, GPU, optical drive, and SSD. Is it worth it to upgrade with my older processor, and MB? Also, my RAM has a low clock speed... I bought everything as cheap as can be.
 


Why Intel? I haven't really priced processors in a while, but last time I did it seemed I could get more bang for my buck by choosing AMD.
