There is no upgrade path , has to be a clean install with Windows 64 Bit media.

for that you need a dvd disk with the 64 bit windows 7 version

also you can download the iso and burn it to dvd or make a usb installer

is your pc capable of run a 64 bit os?

please post specs of the pc to know if you really can run 64 bit windows 7
