Upgrade to RX580 Caused Drop in Performance

Recently upgraded to a PowerColor RED DRAGON Radeon RX 580 from a SAPPHIRE Vapor-X Radeon R9 280X. Every resource I've checked seemed to indicate that this would be a direct upgrade, but after I've plugged in the new GPU, every game runs at low resolution and low fluctuating framerate. Why? I haven't changed anything except the power source (500 W to 750 W), so why the drop in performance? I even completely uninstalled and reinstalled all drivers, but that didn't seem to change anything.

I've never really had to troubleshoot a GPU before, so I'm kind of stuck. Is there any way to find if it's just a faulty GPU? Any help would be greatly appreciated...

Does it matter if I didnt change any of it?
Intel Core i5-4440 Haswell Quad Core 3.1 GHz.
G.SKILL Ripjaws X series 8Gb (2x4) Ram.
GIGABYTE GA-Z97-HD3 (rev. 2.0) LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard.
Seagate Desktop HDD ST1000DM003 1TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive
And Windows 10.

RX580 is about 59 C while running.

My PSU is a Rosewill ARC Series 750W 80 PLUS Bronze Certified Single +12V Rail Intel 4th Gen CPU SLI and CrossFire Ready Gaming Power Supply - ARC-750

Like I said earlier, my main concern is whether or not I got a faulty graphics card, as if so, I've only got so many days to return it.

FPS: Min 20.12, Avg 41.17, Max 54.82
GPU C: Min 43.0, Max 67.0
GPU Utilization: Max 100%.

So, I don't really know how to interpret this data, but it does seem like it has decent max performance, but is just wildly fluctuating. It should be noted that while performing the benchmark, it didn't seem like what was happening on the screen had that much of an effect on the fps, as it stuttered somewhat consistently throughout.

So using Extreme I got:

Score: 2466
FPS: Min 10.63, Avg 18.44, Max 22.0
GPU C: Min 43.0, Max 68.0
GPU Utilization: Max 100%

I didn't notice as much stuttering this time, but obviously, the fps was lower.

Faster than the RX480 system on the thread (and both of my RX480 systems). Seems to be performing well, actually.

Is Windows fully up to date on your system? Did you install/re-install the latest video drivers before or after applying the last major update?

What games are you seeing performance issues with?

I did un/reinstall the video drivers, and Windows is up to date.

I've tried multiple games and am seeing the same problems on all of them, Pillars of Eternity, Nier Automata, Shadow of War...

Come to mention it, there is a bit of stuttering on desktop browsing and Youtube as well...
