Question Upgrade to SSD, RAM, or buy new?

This is my first post. I have a Dell Vostro 260 from 2013. It has an Intel i3-2120 @ 3.3 GHZ, 4 GB 1333 MHZ DDR 3 RAM and a WD 2 TB hard drive. I've optimized the software as much as I can. I'm trying to put off buying a new system, and I'm wondering if adding more RAM and changing to an SSD hard drive would present a noticeable performance difference? I don't game, just use for MS Office and internet usage. TYIA.

Ssd:
Change the hard drive to ssd You will feel a big difference like a new system .

Ram:
try to open task manager and see the ram used and you will know if you want more or not

I rarely shut the computer down. I have cleaned up my registry file and disk optimized it. I have Norton 360 on it, and I suspect that this program runs in the background and grinds my computer down to a halt. It appears to be more background work than anything else. It can be during browsing as well. I have disabled many programs at startup and that has improved things too. I'm just trying to see how long I can go without buying a new system. Thanks!
