Upgrade to team blue(Intel) or get a new GPU??

Here is what I currently have. I'm looking to upgrade when I get my tax return. SO, would I be better off going with Intel, I would obviously have to get a new mobo, OR get a new GPU??

To add a little more info, I make youtube vids and I want to get into streaming. So, I would need to be able to stream and record at the same time, hopefully at 1080p 60fps.
 


Well again, it's not just for gaming. I also have to render vids for youtube. And being able to stream AND record at the same time is something I want to be at a high framerate and quality. Do you think I could do that with just upgrading my GPU?
 


But doesn't upgrading to Skylake mean having to upgrade to DDR4?? That would go past the budget I have set for myself. As I would have to get the CPU, MOBO and newer more expensive RAM that's really not that much better than DDR3.
 


Trying to keep it in the $300-$400 range.
 


$600+ isn't really something I would consider. And I can't even record in 1080p 60fps right now with what I have....on Black Ops 3.
 
Use the money to get an R390 and a new PSU, No need to upgrade the CPU as of yet because it's still pretty capable of streaming and video rendering.

Well strange but yeah. If you get the gtx 980 ti, you can use shadowplay and you will easily record at even better rates.
 


The R9 390 is better than the 970 and the 980 still costs very close to $500 if you go with Zotac. I have other bills to get paid off with my tax return lol, so can't afford to pay $500 or more for a single component.
 


I'm getting good frames when not recording. So, IDK if the bottleneck for recording is the CPU or the GPU. When not recording and playing Black Ops 3, I get around 90-110 FPS on med settings @ 1080p. When I try to record at 60 fps @ 1080p on OBS, my frames drop dramatically, dipping down into the 40's sometimes causing stuttering. Again, that's only during recording. Would that be a GPU issue or the CPU??
 


I have Core temp and MSI Afterburner. Only thing hitting 100% is the GPU. So I guess I have my answer. Thanks lol
