Build Advice Upgrade Watching web videos\Software development\Non gaming

Hi-
My PC is used mainly for watching web videos and Visual studio development.
The machine is stock (specs below) and seems to have slowed down gradually.
I tried cleaning unused plugins, programs, apps etc.

Would upgrading memory and the drive be the way to go or should I look at a different system?
I am looking at some $300 range work stations on febay.

What specs should I look for or upgrade to?

PC purchased new about 2 years ago
OS Name Microsoft Windows 10 Pro
System Model Inspiron 3650
Processor Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz, 2712 Mhz, 4 Core(s), 4
Installed Physical Memory (RAM) 8.00 GB
Available Virtual Memory 5.04 GB
HDD: 1TB SCSI
Disk space used: 309GB

If you want to bump things along a little get a 2x8GB ram kit.

Get a 250/500GB ssd for the OS and apps use the hdd for storage.

I use AMD with integrated graphics for development.

my tiny pc can handle vs 2019. But I would never directly install that to my operating system on the host. Use VM player and create a build VM and put your visual studio there and do your development in a virtual machine that way you can keep Snapshots and keep it backed up as well

thats what i do.

Definitely get more RAM at least 16 GB and if you can upgrade your CPU then maybe you should When running direct on the host
