Solution
Windows XP will run ok with 512mb ram .
You can get drivers from intel for the Motherboard chipset .Then go to the Dell site and download all of the drivers for XP operating system for the laptop hardware, modem ,ethernet/network, adapters , sound card video ...
It will run a web browser , Suggest Firefox to run on older operating systems for website and HTML compatibility, Windows mail. Older versions of office etc..... and perform ok..

It should run Windows 2000 or Windows XP, fairly well. maybe Mandrake?

I've installed Windows XP on a Via Epia 5000 with 32MB of RAM. Took forever but it finished and worked. Obviously, I couldn't ask it to do too much but it functioned. 64MB of RAM would have been better =)
 
I would suggest a light weight Linux distro like Lubuntu. If you have at least 512MB of RAM you might be able to run Xubuntu or Linux Mint XFCE. Any version of Windows that you could install on that PC would no longer be receiving updates and therefore be insecure.

Solution
A good malware/anti virus ,and safe surfing habits,along with an updated browser usage will cut down a lot of the unpatched security risks, with a properly configured Router/Modem settings.

As stated above, Lubuntu has a good user interface, and makes it pretty easy to update graphics drivers ,If supported with Nvidia/Intel/AMD linux drivers.
Runs well on modest system specs and low memory.

More help from my cat, but understandable. Maybe?

Asus Tusl2 motherboard
6800Gt with ultra chip and 2.2ns ram an overclockers dream back then.

Plays games like Battlefield 1942 with Desert combat made great. most of the older COD, Metal of Honor,Descent3 and Freespace games run fine, AOE flawlessly, etc
 
Actually, I had Inspiron 7000 laptop with original Win 98SE, which I upgraded to WinXP PRO, I was able to find all drivers as well, can not remember how, I think by hunting individual drivers for motherboard and laptop components. The easiest way would require internet connection, then you can install DriverMax, without purchasing it will give you 2 free driver downloads a day with 10 maximum per week - it saved me many times with old Dells. I even talked to tech support and they were helpful as well.

Considering the fact that Windows ME is considered by many to be the worst operating system ever produced by Microsoft, I must ask, "why the heck is that computer still running this software which is, at best, an abominable piece of trash unworthy of wiping the fecal matter of the dregs of society?"

That said, there's no way it can run Windows XP as it realistically needs at least 512 MB of RAM; technically, however, the bare minimum is 64 MB of RAM. Personally, I've seen Windows XP Pro run with 256 MB of RAM, but it was, well, slower than a 60's VW "shag/peace/free love" van. Windows 2000 (Professional edition, preferably), on the other hand, requires at least 64 MB of RAM.

My recommendation? You should be able to get along by with Puppy Linux, Slackware (7.1, 8, or 8.1), FreeBSD, and/or OpenBSD.
