So currently I have a Pentium G4560 and a gigabyte ds3h b350m. I have 260 dollar budget, and I live in Italy. I'd like to upgrade my cpu and mobo, cpu for performance and mobo for more fan headers, any suggestions?

You are just under the budget required for a solid mid-range six-core CPU + motherboard such as Ryzen 5 2600 + B450 or i5-8400 + H310/B360. Otherwise, you will have to go with a quad-core Ryzen or i3.

Also, you might consider a PWM fan hub for more fan headers.

For excellent fan controls on the motherboard I recommend Asus.
