I want to know if I go from an i5-7400 to an i5-9400 or i5-9600k is worth it I know I will need a new motherboard but will the cost be good for value or do I wait for Ryzen 3000

Well, list your computer specs, old one with power supply included and everything.
Before that no one can tell you if your motherboard supports such processor or not.

Your i5 7400=i3 8100 which isn't bad so i would say wait for ryzen new gen.
