So I'm looking to upgrade my GTX 1080 to the 3070 when it's out. My current CPU is an i7 7700k kaby lake. I'm wondering if its smarter to upgrade my CPU before upgrading my GPU?

Solution
Too simplistic to yes or no that question.
It's going to depend on resolution & games you play.

At 1080p, in more CPU intensive tasks, a 2080TI* would benefit from a stronger CPU pairing.
More GPU intensive games at 1080p, it would probably be fine..... and as you step up in resolution, the CPU matters less.

*Check how a 2080TI performs with a 7700K at your chosen resolution and games..... If Nvidia's claims are to be believed, that should give you a good indication of a 3070.
