Question upgraded CPU boot issues

this is my first build and my first pc ever. i just built it about a month ago so my knowledge is very limited. i just installed a new cpu and the Q-led light for boot is constantly on. I was reading that clearing CMOS RTC RAM might help.
New CPU: i9 11900k
Old CPU: i5 11400
Motherboard: Asus z590a prime
Ram: OLOy PC4 24000 (3000MHz)(8gb x4)
SSD/HDD: Main drive: Samsung 980 pro 1tb (1/3 full)
I have a 2nd samsung 980 pro 1tb stick installed but not formatted.
GPU: GeForce RTX 3060
PSU: Evga supernova G5 850w
Chassis: cooler master td500 mesh
OS: windows 10
 
Does it boot or not at all?
Are you on the most recent bios?
Is it possible that you damaged the socket?

by the way going from an 11400 to 11900 is minimal gains in gaming (5-10%)for a big diffrence in price (150$/400$), really the 11900k is kind of a meme within reviewers for its poor price to performance to heat output ratio. what is your usecase for the pc? I would totally have waited for 13th gen or amd 7000 instead of upgrading on a dead socket to a mediocre cpu in comparison. even the 12600k easily beats it in many scenarios and costs 80$ less., and a good b660 board will support 13th gen aswell. may want to reconcider that in your return window, if you have one. i think you will come to regret it.
