Question Upgraded CPU, Motherboard, and Ram and now get random video and audio stuttering

After upgrading my pc with a new cpu, motherboard, and ram, I have been running into the issue of entire pc stuttering completely randomly. Sometimes it will start and not stop so I have to hard reset the pc and it fixes the issue. Other times it will stutter for 1 or 2 seconds then run fine. I have tried various fixes such as uninstalling drivers, updating bios, repairing windows, and cleaning temp files. I have also switched the ram stick positions. When I tried to factory reset windows I keep running into an error and it stops. Does anyone have any advice that would fix this problem? Thanks!

full system spec? include make and model of the psu

did you reinstall the os?

MSI MPG X570 Gaming edge wifi
Corsair Vengeance 16gb x 2 3200 MHz
ADATA 128gb ssd
Toshiba 2 TB HDD
Corsair TX850M PSU

I have not reinstalled the OS, am I able to wipe my ssd while the ssd is in my pc?
