[SOLVED] Upgraded CPU, unsure if all CPU cores are being used

So I just upgraded from an i5 4460 to an i7 4790k and when I went to try it out on games I was pretty disappointed with the performance increase (In RDR2 I get 5 to 10 fps more at most) so I went into msconfig and checked if all cores were enabled and it say's that 4 cores are enabled however CPU-Z says 2 cores and 4 threads, I looked on reddit and I saw a post that says that it should say 4 cores and 8 threads and I also found this post https://forums.tomshardware.com/threads/i7-4790k-8-cores.2677768/ here. I have provided pictures of my BIOS etc and wondering if I am doing anything wrong and how to enable all my cores? Or have I been scammed? I bought the i7 used on ebay because it was cheaper and has the seller renamed the CPU?

Uncheck that number of processor box and reboot.

Did you do a reinstall of Windows after that upgrade?

What BIOS version are you using?

I even saw people uninstall their CPU in device manager and just do a reboot to get the full cores threads count.
All evidence points to that being a legitimate i7-4790K processor.
I might have suspected scam, but the l1/2/3 cache sizes are correct and that would be hard to forge.

One possibility is that in the process of installing the new chip, you managed to bend a socket pin which impacted the proper operation.
It is all to easy to do if you needed to smoosh the chip around to get it to seat.

Take the processor off and examine the pins closely.
A bent pin can cause all sorts of mysterious symptoms, or even none at all.
You can try to use a needle to bend a bent pin back into position.

Unchecking that box seemed to do the trick, getting much more fps in games now and on it says 4 cores 8 threads. Thanks!
