Upgraded from Gigabyte gt430 to Gigabyte GTX 760. Must I uninstall old drivers first?

Where is the noise coming from?

If it is from the psu, it indicates that the psu may be underpowered and needs to work hard spinning up the fan.
Exactly what psu do you have?

If it comes from the graphics card, check that the fan is spinning and is not being obstructed.

Or.. where else is the noise coming from?
Use a rolled up paper tube to act as a stethoscope to pinpoint the source of the noise.

Its from the cpu cooler, It started making it the moment I installed the gpu. So, it seems I must get an aftermarket, this is just a default amd cooler.

Theres no wires obstructing, Im pretty sure I connected everything right.

That is sort of good news.

It is likely that your new graphics card has removed a bottleneck, allowing the cpu to work full out to keep up.

The stock pushpin cooler will normally do the job but can get noisy when the cpu is under load.
Assuming this is an intel cooler, verify that the mount is good, and that all 4 pushpins are fully through the motherboard and locked. Or... with power disconnected, try to wiggle the cooler. If it is not on rock solid, you need to remount it.

Maybe somethings lose, the GTX 760 is a big ass card and I have a micro atx case, had some trouble putting it in, plus the psu I installed has a crap ton of wires coming out, maybe I pushed something. However I do believe its just the crappy amd cooler that cant handle it. Ill see. But right now the card difference is overwhelming, I jumped from 15-30fps to 120, everything is so damn smooth.

Well after much investigation the culprit was a wire that was touching the fan. I opened the PSU (there goes the warranty) and cut the wire tip so it wouldn't touch the fan. The noise is now gone.
