Upgraded GPU and have questions about CPU Bottlenecking

Radeon HD6670 - 2GB - Upgraded
500GB HHD

So I enjoyed playing CSGO when I used to have a better computer. I didn't know much about specs when I decided to upgrade and thought that getting a better GPU would make everything all better. After experimenting I found that the FPS on both 1920x1080 and 640x480 was around 25-30 each, this is also on every setting lowest possible. So I looked it up, testes my CPU usage and found it was 70-95% all the time and my GPU was only 15-30%. So now that I know my CPU does bottleneck, im lost, I have no idea where to start. I dont care about having 100+FPS on better settings or anything, just would like to have 60 or more without constant dips to 20. Any help would be great, thank you!

If you can find out what motherboard you have and whether or not if supports a Core 2 Quad, you might see much better performance than your dual core. Core 2 Quads can be found on Ebay for under $20 all day.

*Btw, is the HD 6670 the GPU you upgraded to?

Dell Inc. 0K83V0 (CPU 1)

Your tests show that your cpu is limiting you.
It has a passmark rating of 1597 and a single thread rating of 1092.
single thread rating is usually most important for games, including csgo.

Look at the cpu support list for your motherboard.
There should be a stronger cpu available.
To quantify the difference google the cpu name and passmark

It should handle a Core 2 Quad. The Q8400 and Q9400 are around $15 on Ebay and are worth a try.

Q9650 is the fastest I would try in that motherboard.

Q9650 is the fastest I would try in that motherboard. So anything in between a Q6700 and a Q9650 would be worth a try.

Try the dual core Pentium E6300 and a BSEL mod to 1333 FSB for 3.5 GHz or 3.33GHz if dell doesn't support the half multiplier, or try a quad core Q6600 and BSEL to 1333 FSB for 3 GHz. I have used the BSEL mod in a Dell Inspiron 530 with an E2140 going from 800 to 1333, I had to paint two thin lines with window defogger conductive paint from NAPA auto parts.

Q9650 3 GHz is the max stock quad if you don't want to use the BSEL

Don't get a xeon 771 to 775, you have to cut plastic from the socket. One slip and no PC.

First get windows 10 upgrade using windows accessibility

Next rebuild the dell with the new parts and then finish the reactivation with the I recently upgraded my pc as above.

Now if you really have a 32bit windows 7, you now need to download a windows 10 64bit iso and make a dvd or usb. Save anything you want to keep on an external drive or USB or DVD-R before going to install and wiping the partitions. Skip when it asks for an install key.

This is a bunch of hoops to jump through, but you will get a modern system that is a good performer for 1080P. And can slowly build on from here, maybe an SSD, or in two years check out the 6 core Coffeelake CPU to replace the 2 core 4 thread g4560 and can add a PSU with power connectors for larger GPU down the line.

If you don't like windows 10, you can reinstall windows 7 64 bit with the code from the CoA on the case. But you need to modify the install media so the USB will work and you can load the drivers for lan/wireless etc. http://www.asrock.com/microsite/win7install/
