Upgraded GPU and not getting expected FPS increase.

As title says, I could really use your help. Recently I upgraded my GPU to an RX 470, which should be able to do 60 fps in most games on max settings right? Some reason, in games like Insurgency and Rust, that is not the case. I am getting the same FPS as someone with the same CPU but a gtx 960.

On Rust, I am getting around 30 fps on max settings, but the thing is, it never goes up when I lower the graphical settings. I also noticed that my GPU usage goes up and down a lot, from 20% to 100 then down and up.

On Insurgency my CPU usage is around 70% (seems high) and same issue with GPU usage. Can you guys help me figure out what is my bottleneck?
i5 2400 @3.1ghz
MSI Armor rx 470 4gb
Asrock MOBO (don't think this matters, but I can look up the name)
8gb 1333 mhz ram
WD Green 1tb (OS and some games)
External HDD (Games)
EVGA 600B PSU

I have heard from someone that It could be that my Harddrives are to slow at loading, so it holds back everything else? I can provide some screenshots and videos if need be if you guys need any more info. Thanks!

Rust has been getting quite unoptimized lately. Most people have that problem too, but just don't notice it. I have a PowerColor Devil R9 390x and sometimes I get 100+ fps, and sometimes I'm in the 30's. Normally this could be a CPU problem, as once the GPU renders a frame, it stops (hence the GPU usage drop) and waits for the CPU to catch up to then render the next frame and so on, but I don't have any experience with your processor and can't say much about it.

GTX 650, and I manually deleted my drivers, but followed a guide that said step by step what to do. Later on I also ran DDU to reinstall my AMD drivers.

Ok maybe Rust was a bad Example since it seems it doesn't matter what GPU you have, you will get crazy fps (some stay at 60's, some drop crazily). BUT mine doesn't get better FPS as I drop settings. So doesn't that mean something else is blocking it? Also, like in Insurgency, I get 45 fps most of the time, but someone with an i3 4160, 8gb ram, and RX 470 gets 100-120 fps? But shouldn't I be getting 60 fps then drops into 30's? And its not in this game alone. In Insurgency I'm getting 60 fps less than what I really should be!
