Question Upgraded my PC and got worse performance

Hey i recently upgraded my pc a bit.
I used to have a GTX 1050ti with an i5 7600k and 8 GB of RAM,
I added 8 GB Ram and a GTX 1070
My problem is that it seems like my CPU is getting bottlenecked with it having 100% usage always when i am ingame.
But i read a few posts and people with a similar problem as me were told that the CPU wasnt the problem. SO my question is what could be the problem and how to fix it.
 
So the CPU hit 100% previously? That would mean it's running as fast as it could and as much as it couls. There really wouldn't be much more improvement to frame rates because the CPU can't do any more. You could try increasing the graphical details and see what frame rates you get from the CPU, though I anticipate there will be a drop.

Adding RAM, rather than replacing it with higher capacity, is somewhat hit-and-miss. Mismatching RAM can lead to potential performance issues.

You should also try monitoring your components when in game to see if there are any potential issues. Would also suggest you shut down any other software you may have in the background to see if it helps.
