Question Upgraded PC won't start

The issue I'm having is my pc won't start. The chassis's lights are on, and MB lights too. Right after i press the power button the CPU fan spins 1 or 2 rotations before stopping and nothing else happens. No other fans move just nothing.

I upgraded my rig with a ROG CROSSHAIR VIII HERO motherboard, Ryzen 9 3900x CPU, and two 32gb sticks of ram. Kept my SSD, GPU and PSU the same for now. 850 watt PSU and a NVIDIA GTX 1070. Did my PSU just give out and can't provide enough? Or is it not enough wattage? Any advice would help, I'm trying to avoid taking it in to a repair shop if I don't have too.

Did you have all the appropriate power connectors for the CPU power?

Do you still have all the old components?

If so, and of course depending on what you have available, build the old system back and see if it works. If you have iGPU there use it to verify no issue with GPU. According to how aged you may be able to test RAM, etc. Might help narrow down the problem.
