Hello, so today I upgraded my gpu from a 7850 2gb to the 1060 6gb as I plan to upgrade my old gaming rig slowly over the next few months. Basically games run the exact same as they did before the upgrade.
Rainbow six siege runs at 60fps with vsync on dipping to 45ish fps, then cpu spikes to 95%+/- and goes to 8 or lower fps even on the lowest possible settings. This is the game I'm using as sort of a benchmark. The gpu is paired with an old phenom 965 be that I over clocked 2 days ago from 3.4 to 4.0ghz. Is my cpu really hindering my system that badly or is there maybe an underlying issue that maybe I messed up during overclocking or other pc components?

Cpu: phenom ii x4 965 be @4.0ghz
Mobo: Asrock 760gm-gs3
Psu: Antec basiq 450w
Ram: Patriot viper 3 8gb (2x4gb)
