Question Upgraded to a 4090 from a 2080 Ti and now computer won't sleep ?

I upgraded from 2080 Ti to the 4090 and now my computer won't wake from sleep. It does boot back up, but it's as if I just restarted it.

1) I click sleep (or it falls asleep after 30 minutes of no activity).
2) All indications are that it goes to sleep.
3) Later, I come back to wake it but it boots up as if I restarted the computer.

I have spent some time reading similar posts to no avail. Thoughts on where to start troubleshooting? Thx!
 
The PSU is the Corsair RM1200x, and I'm using the power adapter that came with the card. The card is mounted in the vertical position the same as the old card.

I put it to sleep by going through the Start Menu -> Power -> Sleep option, and it does seem to go to Sleep. The problem is when I go to turn it back on by clicking the the physical power button on top of the computer (the same way it worked when I had the 2080ti) it ends up restarting instead of waking.

The keyboard/mouse never woke the computer before and still doesn't now.
