Upgraded to 980 TI GE. Games lag and sounds scratch.

I just upgraded my PCwhere I exchanged an old GeForce 770 with an 980 TI GE and put four identical RAM blocks in, 4GB each. Other than that, I also cleaned the fan for my i7-4770K CPU and changed the paste.

My thoughts were initially on the CPU, but then it would have to go out of control when playing games which it doesn't seem to.

I fought a lot with getting the Nvidia drivers installed, and I wiped everything from my former card, so I doubt it's that as well.

My PSU (700W) should be able to run these extra components without issue, the cards only have 20W in difference and 700W was more than enough before and according to different sites it should still be more than enough.

I have also watched a DVD that had the same sound issue and sometimes steamed videos as well, but it's much more consistent in games.

So I hope someone has a good tip or something.

EDIT: So my next step has been to buy a new PSU that will deliver 50W extra and is of higher quality. Hopefully that will fix it, but I'm willing to try other things if anyone have ideas.
 
The new PSU didn't solve the issue, so it's not lacking power. Going to try re-installing drivers as a last ditch effort.

UPDATE: Tried putting the old one back in and it's running a worse than before but a little better than the 980. There is less sound scratch, actually none in GW2 and higher FPS in Warframe. So either something went wrong when I installed the new hardware. I'll try another PCIE port, other wise something is broken or breaking and I'm not wasting more money on this. Hope this might help others at least.

UPDATE 2: It didn't help, so it isn't the port. So something is working badly and I need to replace it. Now it's cheaper for me to buy a new PC where I can add some of the hardware I bought. Case closed.
